When goods arrive at Rotterdam, Maasvlakte, or Amsterdam Airport Schiphol, they must be presented to Dutch Customs before release into free circulation. Clearways manages every step of this process on your behalf — from the initial Entry Summary Declaration (ENS) through to the Single Administrative Document (SAD/C88) and final release. We also offer a proper solution for your shipments with the requirement of Limited Fiscal Representation (LFR), enabling non-EU businesses to import into the Netherlands without establishing a local VAT entity. We work directly in the Dutch Customs IT systems (AGS/DMS) and maintain real-time contact with the Douane to resolve any queries or inspections without delay.
Tariff classification is one of the most consequential decisions in any import operation. Selecting the wrong Harmonised System (HS) code can result in overpaid duty, underpaid duty subject to post-clearance recovery, anti-dumping exposure, import prohibitions, or licensing requirements you were unaware of. Clearways provides binding and advisory classification opinions backed by the EU Combined Nomenclature (CN) and the WCO Explanatory Notes. For complex or novel products, we submit Binding Tariff Information (BTI) applications with the Dutch Customs authority on your behalf, giving you legal certainty valid across all EU member states for three years.
Goods arriving in the Netherlands are not always destined for a Dutch importer. Many shipments need to move onward to Germany, Belgium, Poland, or beyond before being declared for import. Clearways opens T1 (external transit) and T2 (internal transit) movements on behalf of your logistics chain using DVA, acting as principal or representative, and ensures guarantees are in place to cover duty liability during transit. For requests toward the European Islands, we can offer T2LF document registrations and T2L documents for any kind of transshipment goods. We monitor each movement through to discharge at the destination customs office.
The EU has preferential trade agreements with over 70 countries, including Japan, Canada, South Korea, Singapore, and the UK. These agreements reduce or eliminate import duties — but only if the goods meet the rules of origin criteria and the correct proof of origin is presented at the time of import.
